Q: Can regular paper towels be used in this dispenser?

Regular Towel cannot be used. The paper roll must be a hardwound roll.

Q: can you set how much paper towels come out?

Yes. There are three settings as to how much toweling you wish to dispense. Also you can choose to have the towel dispense after a hand motion or have the towel hanging out ready to go. When someone tears off the towel, it will unroll a new piece for the next person.
