It comes in 2 parts. It's really easy to assemble.

Q: What’s the height of the armrest ?

57cm from the floor Seat cushion to top of arm rest is 17cm at the front of the chair and 12cm at the back. Hope this answers your question.

Q: Does this feel cheap and flimsy, or is it decent? Looking to fill a space in home office

We use this in our Airbnb property as the main settee and occasional sofa bed. It is acceptable for both purposes given its price. It is neither cheap looking nor flimsy but if we were looking for something for regular daily use we'd go for something that felt more comfortable and which kept its shape better. Hope this helps.
