Q: Are these made in China?

I’m not totally sure. They are made by Lighting ever (subsidy of Home Ever). They have a ‘registered address’ in Los Vegas, but the english grammer on their web site might indicate they are off shore.

Q: Can you set these lights to just "ON" and ever blink?

Absolutely. That is how I use mine. Only small problem is if they lose power (electricity goes out,etc) they revert to 1st setting, which is rotating flash options, I now know that 7 clicks takes me to steady :) I have 2 sets. I have had the first on my back deck for 2 years. The only lights I can put there that the squirrels will not destroy.
