Q: Would it be possible to build an octagon?

Not using the provided clips as they only allow you to connect at 90° intervals. As the panels are square it would be difficult to make an octagon rigid as it would not be possible to make a top or base that fits.

Q: Are these strong enough to stop tortoises climbing over.

I suppose the answer would depend on the size of you tortoises. However, neither of my rabbits has been able to escape so far. The interlocking system is tricky initially but within the first few panels it becomes easier.

Q: What size are the holes please we want to make sure they are small enough to keep our guinea pig in

The seller should be making it clear what size the holes in these grids are. If these are 35cm 8 hole grids as they look from photos then they are a hazard to guinea pigs who can get their heads caught and be strangled.

Q: Is there a panel with a door to let your rabbit in and out but can close when you're out of the house?

No, each panel is the same. We have ours for our older rabbit who has just moved indoors as shes going blind. Think if she was younger she may jump over though as they arent very high for rabbits.
