Do these deal with solid waste as well and liquid?

The powder sachets are for managing liquid waste. They turn anything that is not solid into a more manageable gel/solid. They help with odour but will not completely eradicate it. The bags cope fine with solid waste. When finished, simply knot the bag and dispose of it. I usually put mine into a dog waste bin when camping.

The powder has never formed a gel, what are we doing wrong?

I don't know, if you are following the instructions then it should work. I usually have the powder in there first then I find the Wee starts to thicken after a while, but the sachet is only for one wee.
