Q: When replacing the tank do you just lift the cover up and then slide it back down onto the replacement tank? Or is there a bottom on the cover?

tank stay is covered, the top opens up show as to fill the tank.the bottom of the cover has a cinch strap, but the bottom is still exposed.

Yup it slides down over it. There's kind of a bungee pull at the bottom to pull it in snug at the bottom, but there is no coverage that wraps under the tank for coverage. But for what it is worth, we have this on a propane tank that sits out on the deck in the Colorado Rockies. It's really helped protect the tank from the elements.

Q: Will this fit over a propane tank heater (to keep the tank from freezing)?

I didn’t even know propane tank heaters existed... I live in FL. Anyway, this cover is fairly loose-fitting and should allow for it to fit over the heater. Will it melt and/or become damaged by the heater? That’s the bigger question IMHO.
