They’re carbon based so they should filter out most things such as heavy metals. Chlorine you probably should google

Is it normal when washing the filter and giving it a little shake dark blue colour comes out?

When you’re setting up a new filter it does take a few minutes to rinse out the filter. I usually leave it to soak in a jug of cold water for a few minutes then rinse under the tap until it runs clear

Are these filters recylable?

They are plastic so I would say they possibly are.
