Yes It will remain somewhat flexible even once harden and is ideal for rubber and shoe repair

Q: Will this work on a hard plastic dashboard in my truck?

It will work but you have to work fast. Dries really fast

Q: will it work to secure phone holder to dashboard?

Itried this product for my GPS mount and it did not work.
