yes it can, i bought the helium from Walmart and It was perfect !!! Will definitely buy again.

Sure. They are regular balloons. Just their coloring glows in the dark.

how big are the Balloons? Doing an arch and was told they needed to be no bigger than 8-9" the ones we got were 12".

These are about 11" in diameter when fully inflated, but you can fill them up to that 8-9" range and they will actually be slightly brighter.
