What is the top button thing. It looks like an on off power button

It's just a handle for pulling the top up. I felt like this tray let out a lot of smell.

Can you buy liner bags to fit this and if so what size?

Yes, I have this litter box and use liners in it bought from amazon. Pettiny 54cmx40cm liners. You have to tick the back between the hinges but it works well.
