Is tail meant to be loose

I gave the one I bought to my nephew so haven't been hands on with it. But it's a remake of the old favourite & it was designed to have a tail that wagged as the child pulled it along.

Is this wooden or plastic? Reviews have mixed information.

It is plastic with a paper sticker wrapping for the dog markings. I bought it for my grandson for Christmas. He loves it but I am really disappointed with it. As the paper sticker is already scratched and torn where he stucks it. Poor quality compared to the original.
