Q: Would this work on a neoprene kayak spraydeck that's lost its ability to keep out water due to age?

Yes, it probably would, but I would be inclined to paint the spray deck with a 50% thinned solution of Stormsure Flexible Repair Adhesive which will last for longer and is much tougher. Glue is available on Amazon. You can use Toluene or Ethyl acetate to thin the adhesive. It is available on Amazon rom other suppliers or you can get it from Stormsure directly but it has to be sent by courier as it is a volatile flammable liquid.

you can try a solvent similar to a nail polish remover. It is easier to wipe clean when wet.

Not sure, but there are specialist glues for hot tubs/swimming pools.
