Could this cut through wire, like the kind you'd get in a lined notepad?

They are really for cutting through clothing/belts etc in cases of emergency. I couldn't comment on using them to cut wire. Maybe as a one off 'if you have to' moment if someone has become trapped in a stationary cupboard! I think some wire snips would be a better choice for lots of wire cutting.

Is this a singular pair or a box of 5?

I ordered one pair, and received one pair.

Can these cut fibreglass cast open or not?

No. Its not even good to cut the cotton dressing

Are they suitable for left handed?

I'm not sure I'm right handed so never used them for that. Bought them for trimming meat and fish.
