Yes the cushion has a zip which allows the inner foam to be removed. Being vinyl the cushion does slip a little, however if it fits the chair seat then this is very little.

how heavy is this cushion?

It feels lightweight although substantial. My kitchen scales say its 628g. I find it very useful for use with lightweight wheelchair.

How do I apply for vat relief

You can request an online form from amazon that you can print off, then fill in the details and send to the supplier that the cushion was bought from. They should then be able to refund you the VAT paid on the cushion.
