Is a black light necessary for the balloons to glow?

Neon colored balloons will not glow in the dark without a UV black light response

It won't glow by itself in the dark, you need use black light.

How long do they stay inflated? My party is in 4 hours and I’m making a balloon arch so I need to know when I should inflate them

Most of ours lasted 4hours, some up to 8 hours. We put the blinking lights inside some of them. It was neat but unless u have darkness it doesn’t show up and the pieces are really small. I was worried about kids taking the balloons home to suck helium and choking on the tiny light ball. I ended up not letting anyone take home any balloons.
