Why 28 bars aren't 7x4
The quality is good and so is the amount of candy. I would have preferred an equal division of the four candy bars.

I received the candy in an insulated box with a reusable cold pack inside. The candy is very fresh. It tastes much better than candy bought in grocery stores.
