The skirt runs small, and the shirt runs large. I'd say go with a small or medium if you want a tighter fit.

Yes, they include the skirt. Also the tie and headband. They don't include any stockings though. I had to buy those separately.

I ordered a small and it fit well. I usually wear a 4 in pants and a medium in shirts.

Depends on what your buying.. dress pants run different than jeans
