Unsure who "linustechtips" is, but Williams has private labeled the Snap-on and other brands ratcheting screwdrivers for decades. Where is the screw driver manufactured?

Made in the USA. The Williams alphanumeric part numbers are US made tools. The Williams with just numbers are made overseas.

Are the actual bits magnetic, or is it just the driver tip?

The bits are standard, the end of the driver is magnetic. It will cause the bits to become somewhat magnetized when in the driver, so what ever fastener your driving stays attached if the ferrous metal content is enough . It is good.

Is the direction to turn the collar to change the ratchet operation correct like snap-on: clockwise to tighten, counterclockwise to loosen? or wrong?

You turn in the direction you will be turning the screwdriver. For instance, looking at it from the back, it would be clockwise for tightening.
