What's the difference between this and the regular washable finger paints? (Those say they're only safe for 4 and up...)

Could this be used to paint pumpkins as part of a family Halloween activity?

Only if you plan on painting the whole pumpkin. The paint is too thin to make a good cover, and it would take longer to dry and may crack. I wouldn't recommend it.
