Q: Will these glue to carbon arrows I’m shooting victory caps and black eagle x-impacts

I glued them to gold tip carbon arrows but they are hard to get them to stay on. I would suggest using wraps,if I keep using these that's what I'm going to do.

Q: Don’t tac vanes require you to use the primer pen before glueing in order for them to stick to carbon?

It is recommended that you use a prep pen with Tac vanes on carbon. That is the recommendation for most vanes on carbon now.

Q: Will these work for a 4mm shaft?

Yes. Just make SURE that you follow the instructions about using the Tac primer pin and glue. I’ve read many posts from people who say that they don’t adhere well, but I’m here to tell you that IF you follow the instructions, they are just about bullet proof! I’ve shot arrows thru 3/4” plywood and bone, and not even the leading tip of the vanes tried to lift!!!😳🤘 These vanes are stiffer than any I’ve shot, which a super for arrow flight, but if you have even the slightest rest contact, probably not so much. I don't know how well they’d work with a Whisker Bicuit type of rest because I’ve never shot one… and never will. Nothing good comes from having the arrow attached to the bow after the string’s released!👎
