Q: Is this cardstock thick enough for use as a postcard mailout?

Will it work for standard postcards? Yes. However, it is a flat/matte finish and it is not what you would expect from a postcard. If your card is mostly text you can get away with it. If you are using it with photo-style graphics, opt for a better stock or an online printing service. Anything bigger than a 5x7 you want at least 110 lb index.

Q: After years of using this cardstock, pages are now printing w black speckles. i've changed toner & then printers (new hp laser jet). bad paper batch?

Could be? I would contact the seller. I have used this cardstock for years and have never had any issues with it.

Q: How well does this work with Marker/ink, does it bleed or smear?

I have had no issuses with it. And I have a heavy hand with both ink and color markers.

Q: Is it toxic? For example if it gets wet via markers or watercolor paint?

I did not notice any and I am asthmatic and would notice.
