Yes, this will give you indeed 4k 60fps, however not HDR. If you are connecting an IPad Pro it will do lesser than 4k and no HDR as well

My Research Dump - HDMI 2.0 which supports 4K at 60Hz provides 18 Gb/s bandwidth. ANSWER to 4K@60Hz is 18Gb/s bandwidth. Bandwidth means size of the pipe not the flow so transfer rate can be far smaller than bandwidth available. USB 3.1 Gen2 provides 10Gb/s. Most USB 3.0 are Gen1 which provides 5Gb/s speed. USB-C isn't USB3.1 Gen2 It can encapsulate other protocols running at different transfer rate. On Mac Pro, USB-C can encapsulate and transfer Thunerbolt 3, Displayport, PCI Express, HDMI, and others. USB-C on 2016+ Mac Pro seems to have 40Gb/s bandwidth. Thunderbolt 3 provides 40Gb/s. Thunderbolt 2 provides 20Gb/s Displayport 1.2 provides 17.28Gb/s == Specific to this device Accell uses Displayport ALT mode to transport data over USB-C and converts it to HDMI 2.0 signal at the end. HDMI was created by Media/Consumer Electronic companies with copy protection in mind. Displayport was created by Computer industry with royalty free license in mind. After using it for 3 weeks, it works well but getting 4K@60Hz isn't consistent. It should be used as HDMI adapter that can do 4K@60Hz but not rely on 60Hz portion being consistent.
