Q: How does this work in a windy rain? Will the wind blow it open?

I usually have my bag on a golf cart. My handle is to the rear of the cart. I also use a golf cart and my son walks with a pull cart. This devise attaches easily and securely. If the wind becomes that strong to flip the thing open I doubt you would still be playing!! I have not had any problems with wind and the Rain Wedge. Getting to your clubs is way easier with this than the club covers using a zippered closure. This is a handy and easy and quick mount cover.

Q: Will this fit a Titleist golf cart bag?

It fits my carry bags, cart bags and my staff bag just fine. They're adjustable, so I would think that they'll fit any type or brand of bag. It works great, it's a little tough getting it back into the carry bag the first time, but after that it's easy to remove from the carry bag, install/remove on your bag and reinsert back into the carry bag.
