Q: Do the anchors come with the tool to tamp the anchors into place in the concrete?

No tool included. I just screwed the stud in partially and tapped lightly with a hammer. They are holding fine, but if you feel you need to tamp it in harder, you might want the tool.

Q: is the insert in the center 1/4" hex. for raising and lowering ?

Yes I believe it is, Know it is a hex so what ever size fits, pretty sure it is 1.4 inch.

Q: What size drill bit would i need to make this a tight fit? I tried 3/4 bit and the hole seems too big

3/4 is the right size did you use a hammer drill if not it will wable out the hole

Q: Will this product work in pavers

I would think it would depend on the thickness of the pavers. The anchors are 1 1/2 inches deep.
