Q: Does this wipe out white noise?

Not really. It’s a little cleaner audio but open squelch noise will still be there

Q: Does this work on any cb?

It will work on any CB with an external speaker output. I have never seen one that didn’t have that. So pretty much yes it will work with any recent unit.

Q: Does it have talk back

It does not, and sound quality is poor as well, I purchased a Vertex one wire speaker that has much better sound quality, it doesn’t have talk back either.
