I bought it in 2016 so it definitely was released before 2019.

Does the light have a timer option?

No timer option. Just a wheel type switch on cord to turn on and off.

What Is It Made Out Of?

It appears to be made of clay, giving the appearance of the cookie dough. It is painted, then baked in a kiln and then decorated with glitters and such. It is very sturdy. I’m no expert but the product has to be able to withstand the heat from the bulb.
