Can this be placed both above and below the grate?

Yes it can. I use mine above the grate. I put a some charcoal in with the wood to keep it smoking.

Advertising as Finish brushed stainless steel. Is it not 100% stainless steel material ?

Yes it is 100% stainless steel. It is just sanded "brushed" finish on it. Not shiny stainless steel. Slightly dulled. Super happy with mine. Heavier feeling than cheaper made ones are.

I got no instructions with it?

I also did not receive instructions. I suggested to the company that they provide more advice including recipes. I found some information online. As a quick start, soak your wood chips for about 30 mins before use, turn on only one side of your grill and place your box on that side. Once the chips begin to smoke, turn the heat down and place your meat on the other side (where the burner is off). Be sure to check for proper temperature for the meat you are preparing.

is this an under the grate smoker box?

Its a dont buy smoker box. Ive fought with this things few a few weeks now, will not keep woidchips smoking. Only my pellets. The only time I got it to stay smoking was when I cranked my smoker up to 500°, at that point, you're far from low amd slow
