No you don't have to diluted no you don't have to it you just put it in the air brush gun and sprayed on cakes or cupcakes

It is a very thin liquid for air brush machines. Very good product.

Are these water based?

Yes, just clean the sprayer with soap and water. But between colors just clean it with water. That's what we did.
