Yes you can use it to make a patch in a cotton shirt, but the patch will not stretch like the rest of the t-shirt. This webbing is designed to prevent the fabric from stretching.

NO it does not have a "peel off backing" you are looking for something like Heat N Bond "IRON ON ADHESIVE"

Q: Can I use this with a heat press to fuse it and if so at what temp would be recommended?

Not sure what you mean by "fuse." This interfacing has one sticky side so it can fuse (iron) to a piece of fabric, but would not work to fuse two pieces together.
