Hi would this be good for a 12 year old he wears size 14-15

This is an Adult suit, so no. I believe that there is another version for that age/ size but this is definitely too large for a 12 year old.

Is it possible to get this on and off without help?

I don't believe so. The zipper to close up the suit is in the back and goes down quite low. So I had to have help doing so.
