I mixed it 1 packet to 1 gal water like the Alpine PT

Is this enough for a two room apartment?

More than enough. 1 packet to a gallon of water treats a large area. I would also add a liquid insect growth regulator like Gentrol IGF with the mixture for added protection and faster extermination rate
