Q: This is the same measurement as a regular metal cambro. Will it fit inside one for an above counter solution?

this is a pass through chute, it is a similar size as a GN or steam table pan. There are closed bottom models with skirt stands, model 25631 is one similar option

Q: Would this be able to fit/rest on top of a 23 gallon trash bin (depth wise)?

You would only know by measuring the opening of the trash can. I have mine resting on top of a 5 gallon construction bucket. The knock chute itself is 9" long. So base it off of how wide the opening of the trash can is, compared to 9"
