Q: would this be good to use under 14.3mm thick laminate that already has the padding attached? laminate is being laid over vinyl floor.

Since your laminate already has attached pad there is no need to provide an extra layer of underlay cushioning . However if moisture coming from your concrete subfloor is an issue then a standard vapor barrier plastic should be used (plastic sheeting without any foam underlay)

Q: If installing laminate on this, do you also need to use 6 mil plastic over the concrete before this?

Yes- there is a vapor barrier element to this, but not like 6 mil plastic. Still need the vapor barrier.

Q: I have joint problems does this provide good cushioing or would i be better with a rubber underlayment?

Yes underlayment provides great cushioning also provides a vapor and moisture barrior

Q: Is this "safe," are there chemicals on it, would it cause allergy, is it ok to be in the same room with it uncovered for extended time period, etc.?

Not sure why you would have it uncovered for extended period. We are just now installing for first time. Previous underpayment had no odor and once covered no odor year later. I think we will be just as happy with this brand
