Does the tent come with the ties to pull the flaps open?

Yes, they are attached to the tent on each side.

What are the measurements of the base?

Approximately 43" on each side however you can place it in a smaller area by bringing the poles closer together, which will cause the sides to drape instead of being taut. My son placed his in a corner and adjusted the poles accordingly. He used pillows to hold the draped tent sides where he wanted them and made a nice reading nook.

what is the dimension of the inside of the tent? I would like to make a mat for it.

How do you get the tent to stay taught and upright? It immediately gets droopy and is so easy to knock over! Can I lock it in place somehow?

Make sure you pull the fabric part of the tent up to the top of poles as you fold out the poles. When I do this it is nice and sturdy.
