Is this 12 inches tall

The basket itself is only 7 inches tall. From the bottom of the basket to the top of the handle is slightly over 12 inches.

Not counting the handle,, what is the measurement across the top and the height ?

Can angelhair pasta be cooked in this without falling through the mesh?

You can but you have to monitor it. I've done it, but once the pasta gets soft, and it's so small, it tends to go through holes. You can use tongs to prevent some of this by constantly moving the pasta in a circular motion. It will lay flat and less will go through the bottom.

Can chicken &fish be fried in it ?

You could but it wouldn't be very practical. It wouldn't hold much food for the amount of oil you'd need.
