Nope, mounting dictates which way it swings.

They are 90 degree, so you can use them as you need, inward or outward. just keep in mind the space you have.

Q: What are the cutout instructions or does int come with a cutout pattern?

Mine did not come out with cut out instructions or a pattern. However it was not too hard to trace the outline of the hinge onto my door.

Q: What is the material of construction? Are these appropriate for outdoor use?

seems to me like a cast aluminum. Not sure what the ratios may be to obtain a 40 lb hinge.
