It straps onto your sun visor. Bought it for my mother-in-law, she installed it without issues.

1 piece, it can be used for driver or passenger

Q: Can you just pull the bottom part down and leave the piece covering the rear-view mirror inside?

Yes that's how I use it. But you have to pull out very slowly. The whole thing is pretty flimsy but it blocks the winter sun glare
