Q: I have owned two of these only hitachi was the brand. Has the problem with the guard been resolved.

No, it still gets hung up when you try to do a straight down chop. You MUST do a sliding cut and down in one motion or the guard will not retract correctly

Q: Would you recommend this for precision cuts in making picture frames?

Yes..in my opinion these are one of the best finish carpentry saws..I have this and the old Hitachi equivalent before they switched over ..it's not as good as that one but a strong second..I'm a finish carpenter for 25 years and wouldn't take the gift of a DeWalt

The saw has a depth setting however we do not recommend the use of a DADO blade.

Q: Is there a kit available to retrofit a laser guide for this model?

No kit available. The only option is to buy an after market washer that has lasers inside. It is available on Amazon. I bought one from OSHLUN
