Q: Is this from India or California?

Manufacturer states it is India. On front of package,so that's what I went with.It is great to make Harissa.

Q: Is it good for making an egyptian basbousa?? and is it white in color??

I do not know about the egyptian basbousa, but yes it is white in color . Not pure white , but more like an offwhite . I use to make a German soup that calls for semolina and it works great for it .
