Can I use this on concrete walls?

This will depend on the thickness of the concrete. The wings open up to about 7/8” and there must be enough room for the wing to open up on either side of the plate.

Can a three-pronged power cord fit through the opening in the plate?

Not sure - but as FYI - it's against most electrical codes to run a power cord or extension cord behind a wall. These are meant for low volatage - audio and video cables only.

How many plates are there ? and how many hdmi wires will fit through thd hole?

This includes 1 plate and can fit up to 15 HDMI wires.
