I have v remote unoccupied house. area suffers power cuts so rcd or mcbs trip. could this be used to keep the mcb in on position?

No this is to lock power off when working remote from the cumsumer unit your mcb . Rcbs are a reset able fuse to protect your wiring so if your breaker are tripping you have a fault if its the your plug side start thinking what you are plugging in when it trip's or is it only one one socket As it could be appliances on sockets or a problem with a socket hope this helps

MCBs must NEVER be locked in the ON position. They are a safety device for detecting overcurrent faults and are there to break the supply safely. If you fit any device which prevents the MCB turning off then the downstream wiring could overheat during a fault condition and this may actually cause a fire. If the MCB is tripping then please seek expert advice from an electrician, as your wiring or attached equipment has a fault and could be dangerous.
