Are the pockets in this binder big enough to comfortably fit cards sleeved with the Ultra Pro sleeves that are usually taller than the cards?

Soft sleeves yes, top loaders no. I use either exact fit card sleeves or Pokémon card sleeves and both work well.

Do they have ones with clear pages? I would like clear pages because i like displaying the back of the cards i collect.

No. These types of binders have pages with pockets on both sides making them unable to show both sides of a card.
