Can this be used on a tip up for ice fishing?

May be okay for ice fishing since they swim erratically when retrieving. They retrieve like a cold fish.

Will this work with a regular spinner reel?

I would think so, I use a bait casting reel but this is heavy enough that it can cast a long way.
