can you grow this as a climber against a large wall?

I had this rose at my old house and my new one. It has not gotten taller than a 1-2 feet, but I wasn't giving it enough sun. I moved it and it is doing better, but I don't think it's a climber.

should this be leafing out by now?i'm in zone 7, appears dead with black stems except at very bottom. Please advise.

I am in zone 9 and have just started blooming. It leafed up about a month ago. Shouldn't think it should be black, though. Beautiful rose.
