Is this a tubing mascara?

It doesn't claim to be a tubing mascara. It doesn't smudge on me and lasts very long. But it's not waterproof and actually does smudge if your splash water on your eyes and rub - so I don't think it's a tubing mascara.

Is the brush silicone or traditional nylon bristles?

It is the silicone bristles. This is the best mascara I have used. I love it!

Is the brush plasticor an actual brush with bristles?

Yes it’s a mascara wand with bristles.
