Yes it does as Gloomhaven miniature bases are approximately 1 inch (25mm). Gloomhaven miniatures are the exact reason I purchased this product.

Will this hold hex base minis? Like the plastic Battletech ones?

It should hold hex bases. You will just have to rotate the base to have the best contact with the holder.

Would this work for painting gumpla pieces (hg, mg, sd) ?

The holder holds round bases that are 25mm, 32mm, and 40mm.

Is it compatible with Star Wars Legion mini figures?

Absolutely. My son has been painting Legion mini's while I have been working on several pieces of Warhammer 40k. Both fit perfectly in this pedestal/holder.
