Is the black fabric see through (thin) if there is light behind it in a room?

No, it's pretty opaque. I just went downstairs to the studio (where I currently have one hung up as a backdrop) and tested it against a black bedsheet. The Hemmotop is clearly more opaque than a black bedsheet. In fact, I had to fold the sheet in two (double the thickness) to get it as opaque as the Hemmotop. It's not a complete blackout cloth (like you'd use in a darkroom - remember those?) but it's pretty good.

Can white one be used itself only as a projector screen?

Yes， it can be used as projector screen. But needs backdrop stand to support the screen.

Is this fire retardant?
