Where do you plug the earth wire in this unit? i guess my mr16 led bulbs need to be earthed no?

No earth needed. I wired mine directly into my lighting circuit for LED strip lighting, which uses almost the entire 30w. 12v 30w AC isn't a lethal load by any means. Think of your phone chargers and other types of USB wall adapters - the earth is almost always plastic (certainly with Samsung anyway). Even laptop chargers - the kettle lead has a true earth pin, but from the transformer to the laptop only has 2 contact points - positive and negative. Seriously... you'll be fine.

Can i using 60w to my 30w or 15w led light，will it explode？

Should be fine, these are "constant voltage", NOT "constant current", so the load will simply draw whatever it needs, up to the max supported by the driver. It's basically the same as a standard "wall wart" DC power supply.
