It would, but you probably don't need it - the car's voltage is a nominal 12v and will work with a 12 v LED add on. You need this if the nominal voltage is different from the required voltage.

Would this be considered a 100% duty cycle at around .5 amps?

No guarantees of anything, of course, but mine operates about 1.5A for 10 minutes without even getting hot, normal 1 amp, so Yes!
