Q: Does it sit perfectly dead center on the platter?

It does on my turntable because the spindle is dead center. I really like this record clamp. Wish I'd had it years ago.

Q: Will this reduce skipping on brand new records?

I have found that skipping on brand new vinyl is from crap still on the vinyl after pressing. I clean every new record before playing and this has eliminated 100% of the skipping issues I had prior.
